In the modern world, the rule of law is a fundamental principle incorporated in the constitutions of all democratic countries. Compliance with the law and the celebration of the legal order are the main tasks set in the governance of Bulgaria, as well as in the European Union and on a global scale. One of the leading topics of discussion in the pursuit of achieving and strengthening the legal order is the stability of laws, the maximum objectivity of legal regulation and its uniform application regardless of any preferences or claims of insufficiency or excess, expansive interpretation, etc. This tendency refers not only to the acts of the National Assembly, but also to all other normative acts. The Latin expression „Dura lex, sed lex“ usually has different translations, mainly due to the polysemantic adjective „durus“, which means hard, rough, raw, uncultivated, difficult, but figuratively also strict, merciless, implacable, callous etc.
