The new second issue for 2017 of the electronic journal of the Faculty of Law of Sofia University "St. Kliment Ohridski ”IUS ROMANUM is the result of this year's extensive international cooperation between novelists from the Balkan countries and their colleagues from leading universities in Western Europe, united in the Balkan Association of Roman Law and Roman Law Tradition established on October 13, 2016« Societas pro iure romano »(SIR). Exactly one year later, on October 13, 2017, the Second International Conference of the Association was held in Nis (Serbia) under the patronage of the Faculty of Law of the University of Nis and the Mayor of the city. The conference was attended by more than 70 novelists from Albania, Bosnia and Herzegovina, Bulgaria, Spain, Italy, Macedonia, Romania, Serbia, Croatia, Montenegro (countries are listed in alphabetical order, not by number of participants).
The Board of Directors of the Balkan Association together with the organizers determined the topic of the conference "Universalism of Roman Law". It proved to be particularly suitable for the participation not only of novelists, but also of colleagues from all other subjects taught in private and public law. The great variety of topics of the reports is another confirmation of the main direction of scientific research, defined in the Statute of the Balkan Association - presentation not only of the Roman legal institutes and principles, but also of the development of the Roman legal tradition over the centuries. modern law.
With the Second International Conference of the Balkan Association of Roman Law and Roman Law Tradition "Societas pro iure romano" this organization laid a solid foundation for its establishment as one of the authoritative international legal associations, placing issues of continuity and universalism in a European context and in cooperation with universities and teachers from all over Europe.
The decision of the General Assembly of the Balkan Association to turn the magazine into a platform for Balkan cooperation is confirmed by the current issue of the magazine. It preserves the tradition of including articles grouped on a given topic. Universum iuris romani, as the number is entitled, can also mean the "universe of Roman law" - a vast world bequeathed to us by ancient jurists, which has an unsuspected vitality and principle. On closer examination, he often surprises with the modernity of views, interpretations and legal solutions created almost two millennia ago.
The articles are arranged as presented in the relevant reports of the International Conference in Nis. The introductory words of the founders and organizers of the conference and the main reports are also included. Along with them, there are two large sections - for private and public law, as well as the parallel sessions of the conference.
There are several new moments in the issue:
- A significant part of the articles are in English, as well as in French and Italian - these are the three main languages in which it is communicated within the Balkan Association of Roman Law and Roman Law Tradition. Some of the articles, at the express request of their authors, have been translated into Bulgarian, but unlike the other issues of the magazine, they are fewer. However, all abstracts are in Bulgarian and English. All this gives a very wide opportunity not so much for the appearance of more authors who speak mostly English, but for access to a wider audience, including internationally, to the journal, respectively for its establishment as an authoritative scientific publication outside the borders of Bulgaria.
- A significant number of young colleagues take part in the issue, with very interesting developments that present the novelistic tradition in a new way - conceived and interpreted by the new generation of lawyers in Europe.
- The school of Roman law is supported by the participation of many prominent scholars from the Balkan countries, but also from Italy and Spain, who devoted their work entirely to the study of Roman law and created with their participation in the International Conference an irresistible atmosphere of academicism.
Due to the different citation requirements and the impossibility to adapt everything to the Bulgarian standard, as well as due to the publication of articles in foreign languages, in this issue the editorial intervention is only for Bulgarian articles and only in general about the format, titles, authorship and abstracts. - in the case of articles in other languages.
We hope that with this issue of the magazine IUS ROMANUM we will draw the attention of the legal community to the eternal universal themes of law, as well as to the possibilities for developing even wider cooperation in the spirit of the basic principles of legal development bequeathed to us by the ancients. Romans. In this spirit is the decision of the General Assembly of the Balkan Association for Roman Law and Roman Law Tradition to dedicate the next international conference to the topic "Humanism of Roman Law", which will be the topic of issue 2 for 2018.
